Carbonix combines international knowledge and specialist expertise with national institutions, local partners and community experience.
Our project methodology is fully mapped to and guided by the priorities of the UN Sendai Framework for Disaster Risk Reduction 2015–2030. We translate these internationally recognised priorities into practical, inclusive and locally appropriate action.
Every initiative is developed with careful consideration of local hazards, institutions, communities, cultures, socioeconomic conditions, available resources and existing capabilities. We do not believe that a solution developed for one country can simply be transferred unchanged to another.
Carbonix incorporates measurable objectives, monitoring, evaluation and learning into programme design so that results can be assessed, lessons captured and successful approaches responsibly adapted.
Effective action begins with a clear understanding of risk.
We assess hazards, vulnerabilities, exposure, community needs and existing institutional and operational capacities. We consider who and what may be at risk, including people, livelihoods, infrastructure, public services and the environment.
Our assessments may draw on data analysis, risk mapping, institutional consultations, community engagement and local knowledge. Particular attention is given to vulnerable groups and to the cultural, economic and social conditions that influence how people receive warnings and respond to emergencies.
This understanding provides the evidence needed to determine priorities and design effective measures for prevention, preparedness, early warning, response and recovery.
Resilience depends on institutions understanding their responsibilities and working together effectively.
Carbonix brings together government ministries, public institutions, provincial and local authorities, universities, NGOs, community organisations, emergency services, schools, public-health bodies and technical partners.
We help partners clarify roles, improve coordination, share information and strengthen decision-making. Our approach encourages institutions to work towards common national and community objectives rather than operating in isolation.
We also promote meaningful community participation so that local experience and the needs of vulnerable groups are reflected in planning and decision-making.
Understanding risk must lead to practical investment and action.
Working with our partners, Carbonix designs projects, programmes and systems that reduce existing risks, prevent the creation of new risks and strengthen long-term resilience.
These initiatives may combine technology, infrastructure, environmental management, institutional development, community education and capacity building. We also support the preparation of project concepts, feasibility studies, funding proposals and implementation plans to help turn priority needs into fundable and sustainable programmes.
Investment is considered not only in financial terms, but also as an investment in people, knowledge, institutions, technology and community capability.
Preparedness must enable timely and effective action before, during and after an emergency.
Carbonix supports institutions and communities to strengthen preparedness, response and recovery capacity. This includes ensuring that warnings are not only generated, but also communicated clearly, reach vulnerable communities in time and are linked to practical guidance and coordinated action.
We place particular emphasis on last-mile communication, community awareness, trained personnel, evacuation arrangements, simulation exercises and local response capacity.
Following a disaster, recovery, rehabilitation and reconstruction should not simply restore previous vulnerabilities. We promote the Sendai Framework principle of “Build Back Better”, using recovery as an opportunity to strengthen institutions, infrastructure, services and communities against future risks.

We identify risks, needs, vulnerabilities, institutional capacities and operational gaps.
We bring together the institutions, communities, specialists, technology providers and development partners required to address them.
We jointly develop practical, inclusive and locally appropriate solutions based on evidence and local priorities.
We support implementation, training, technology transfer, institutional strengthening, monitoring and learning.
We strengthen local ownership, transfer knowledge and build the capacity required to sustain each initiative before a model is expanded or responsibly adapted elsewhere.
Our commitment
Carbonix does not seek to deliver isolated or short-term interventions. Our objective is to help institutions, partner organisations and communities develop stronger systems, improve coordination and build the practical knowledge and capabilities required to manage future risks sustainably.
Through local ownership, effective partnerships and knowledge transfer, we aim to build resilience that continues beyond the life of each project.

Carbonix will promote public-health awareness, emergency preparedness and stronger coordination among health institutions, emergency services, local authorities and communities.
Our people
Carbonix is led by Saiyad Omar Zain Mowlana, Managing Director. Prof. Sarath Samarage contributes public-health expertise to disaster preparedness and community-resilience programmes. S. Sumanasiri is Lead for Community Training and Capacity Building in Sri Lanka. Nizamdeen Mohammad leads Data Analytics and Information Management, and Seyedh Mohammadh Mawshook Rifai Mowlana leads Technology and Digital Systems.
The team is supported where required by specialist institutional, academic, community and international partners.
