Early-warning systems are often described as technology projects. In practice, the hardest work sits in institutions: who decides to warn, how the message is worded, which channels are trusted, and whether local authorities and communities know what to do when the alert arrives.
Carbonix’s interest is in connecting warning design with emergency operations, municipal capacity and community-centred last-mile arrangements. That requires government ownership, civil-society participation and technical partners who accept that a working system is more than a sensor network.
