Climate change, degraded ecosystems and unsafe development can all increase the impact of floods, landslides and cyclones. Treating disaster management and environmental management as separate conversations misses that connection.
Nature-based measures are not a substitute for warning systems or emergency operations. They are part of the same programme: land and water management, environmental governance, and the institutions that make those choices stick.
