An initiative under development to strengthen community-centred early warning, last-mile communication and institutional preparedness in Sri Lanka.
This initiative is under development. It explores how national warning arrangements can be connected more reliably to municipal authorities and communities, including people who are hardest to reach. Carbonix’s proposed role is to convene partners, support programme design and help institutions retain the skills required to operate the system. No funding claim is made at this stage.

Programme design, partner coordination, institutional capacity support and proposal development.
Partner roles
Government ownership of warning systems; community organisations for last-mile reach; technical specialists for hydrometeorological inputs; universities for applied research.
Expected outputs
Warning protocols, training programmes, last-mile communication arrangements and a delivery plan suitable for national and local institutions.
Expected outcomes
Stronger institutional capacity to issue, communicate and act on warnings, with knowledge retained in local systems.
